• Computerized revenue generating system, installed and implemented in 2001 and 2002, consisting of –
  • Software applications as follows:
    • Amellar RPTA.
    • Amellar BPLS.
    • Amellar Civil Registry System (CRS).
    • Amellar Miscellaneous Revenues System (MRS).
  • Database construction, which includes the build-up, cleansing, and reconciliation of digital records of the CAO, BPLO, and CTO.
  • IBM server and upgrade, IBM professional workstation, PC workstation, Canon document scanner, and 24-node temporary and permanent structured network.
  • Training and technical support.

• Enabled the City to increase actual real property tax collections by more than Php350 million in 2003.
• Identified tax delinquencies amounting to more than PhP4.75 billion, almost 90% of which is owed by corporate or non-resident property owners, as of mid-2002.
• Identified existing businesses that have neither renewed their permits nor applied for retirement.
• Sorted out duplicate or erroneous records maintained in the manual system.
• Improved the billing and collection process by promoting transparency, fairness and uniformity in assessment and payment of taxes, fees, and other charges.
