  • Wide Area Network (WAN) connecting the North City Hall to the automated RPTA at the Main City Hall, installed and implemented in 2001, consisting of –
    • Linux-based routers.
    • LAN in the North City Hall.
    • IBM Servers, IBM workstations, OKI printers, and modems.
    • Training and technical support & services.
  • Hardware/LAN Upsizing. Multi-processor servers (IBM & Compaq), IBM workstations, 60-node structured network in 2000.
  • Software Upgrade. Upgrade of Amellar RPTA, UNIX operating system (OS), relational database management system (RDBMS), and emulators in 2000.
  • Data warehouse powered by Informix Metacube, which implemented in 2000.
  • Website development and deployment in 2000.
  • Computerized RPTA, installed and implemented in 1995, consisting of –
    • Amellar RPTA for the City Assessor’s Office (CAO) and City Treasurer’s Office (CTO).
    • Database migration from FoxPro to Informix format.
    • Software licenses.
    • Training and technical support.
Major Accomplishments
  • Identified a total of PhP600+ million worth of delinquent accounts in 1996 and 1997.
  • Helped increase the real property tax collections by 52%, from PhP171 million in 1995 to PhP256 million in 1996.
  • Identified more than 100,000 undeclared buildings with an estimated TAV amounting to PhP10 billion, which can yield a yearly collectible of PhP25 million.
  • Shortened taxpayer payment transaction time from 1-2 hours to only 1-5 minutes.
  • Improved the billing and collection process by promoting transparency, fairness and uniformity in assessment and payment of taxes.
