  • Computerized Business Permits and Taxation System, installed in Q4 2004 and implemented in January 2005, consisting of –
    • Amellar BPLS including software licenses.
    • Database construction, which includes the build-up, cleansing, and reconciliation of digital records at the Business Promotion and Development Office (BPDO) and CTO.
    • Project management.
    • Training consisting of users’ orientation, user’s hands-on training, practice sessions, refresher courses, and transition management seminar.
    • Technical support.
  • Computerized Real Property Taxation System, installed in Q4 2004 and implemented in January 2005, consisting of -
    • Amellar RPTS including software licenses.
    • Database construction, which includes the build-up, cleansing, and reconciliation of digital records at the Business Promotion and Development Office (BPDO) and CTO.
    • Project management.
    • Training consisting of users’ orientation, user’s hands-on training, practice sessions, refresher courses, and transition management seminar.
    • Technical support.
  • Database migration
    • Migration from DB2 to Oracle Database.
    • Software licenses which include Oracle Database Standard Edition (Unlimited users).

Major Accomplishments
  • 91.4% of applications for business permits were processed in 1 to 2 days.
  • Helped increase the business tax collections by 35.6% from Php921.6 million in Q1 2004 to Php1.25 billion in Q1 2005.
  • Helped increased the number of registered businesses by 30.6% from 29,530 in Q1 2004 to 38,562 in Q1 2005.
  • Reduced the number of steps to apply for business permits from eight to only three steps.
  • Identified real property tax delinquencies amounting to more than PhP2.4 Billion as of October 30, 2005.
  • Improved the billing and collection process by promoting transparency, fairness and uniformity in assessment and payment of taxes, fees, and other charges.
  • Sorted out duplicate or erroneous records maintained in the manual system.
