We believe that e-governments should be both entrepreneurial
and electronic.
We are steadfast in our opinion that government financial
stability sustains public service delivery. This also
empowers governments to afford complex and massive e-government projects.
Since e-government is an essential component of the information age,
we believe that by helping governments achieve even
just the minimum levels of informatization, the economic
benefits of this era could be maximized by LGUs with
the most rational expenditure.
We believe that higher efficiencies, improved integrity, and
political will equate to higher tax collections. This
should be the ultimate manifestation of tax reform.
Instead of increasing tax rates or imposing new taxes
that could bar the growth of local economies, LGUs
should stimulate local economic growth and investment
flows. With the most effective and efficient automated
tools combined with a vigorous local economy, LGUs
can truly achieve tax reform. Thus, tax collections
constantly increase over time without any increase
in tax rates.
With this approach, the tax burden could be equitably distributed.
Honest, prompt-paying taxpayers could be adequately
rewarded in terms of better service and tax discounts
while evaders and delinquent taxpayers will be forced
to comply. Instead of punishing the good taxpayers
and rewarding the delinquent ones through tax amnesties,
LGUs can achieve the opposite by pushing for higher
collection efficiencies.
Truly, the best government is the one that constantly provides
economic opportunities for its constituents.
