Amellar Submits Inception Report on Mati City RPTACP

Amellar presented its Inception Report to the Mati City Project Management Board in connection with the ongoing RPTA Computerization Project last November 10, 2009. Highlighted in the report are some policy issues that were raised during the series of discussions with the offices of the City Assessor and City Treasurer. Amellar also presented recommendations how to resolve these issues based on the prevailing legal guidelines. In addition, Amellar CEO Manuel Tabunda shared with Mati’s officials the principles of e-governance, emphasizing that technology is only a tool to help government perform competently perform its duties and functions.

As recommended by Amellar and to ensure a proper and timely implementation of the project, the City formally created the Project Management Board (PMB) and Technical Working Group (TWG). The PMB is headed by the City Mayor and composed of the City Administrator and various heads involved in the project to computerize the RPTA system of the City. The TWG is expected to work closely with the Amellar Implementation Team.

The Inception Report also includes an update of the status of database construction based on the target schedules.

Amellar also presented the proposed re-engineering of the current RPTA workflow to ensure that the real property tax operations become more efficient, which was immediately approved by the PMB because they find this easier, more systematic and better organized.

Finally, Amellar reviewed the provisions on technical support and allowed customizations and modification of the RPTA system. Amellar also presented the requirements for the upcoming RPTA Users’ Training, which is next major activity of the project.
