Biñan Upgrades RPTA System and Adopts aRCs and aSREs

Since 2000, Biñan has been successfully using ICT to improve local revenue collections.  However, due to new technologies, obsolescence, and wear and tear of the original hardware after more than 9 nine years of continuous and productive use, Biñan’s original Amellar RPTA system is long overdue for an upgrade. In May 2009, Biñan contracted Amellar to upgrade and migrate the existing RPTA System to the latest available platforms and technologies.  In addition, Biñan will also adopt the newest Amellar systems to complement its treasury operations, namely the Amellar Revenue Collection System (aRCs) and Amellar Statement of Receipts and Expenditures (aSREs).  The objectives of this new Biñan – Amellar partnership are: sustain the gains of computerization; improve data management; faster online transactions; and rapid generation of reports.

The Project formally opened with a kick-off meeting on June 15, 2009, where all the stakeholders who will be directly responsible for project implementation were gathered.   The meeting was keynoted by Vice Mayor Armand Dimaguila who urged Biñan’s cooperation with Amellar to ensure the success of the project.  Amellar presented the proposed three-phase work plan and time line for the various activities related to the Project, as well as introduced its team involved in the Project.

The kick off was followed by a series of focus group discussions with the officers and staff from the offices of the Municipal Treasurer and Assessor to help facilitate the customizations and modifications of the ugraded RPTA, aRCs and aSREs to Biñan’s specific requirements.

Amellar presented the Inception Report on July 9, 2009, which is aimed to give Biñan updates on the Project, as well as help resolve policy and procedural issues raised during the course of implementation.  Upcoming activities requiring Biñan’s cooperation and resources were also discussed.

As of July 29, 2009, completed activities include: delivery of all hardware and software components; installation of the local area network; training of data encoders; and scanning of assessment and collection records to enhance data integrity.  One major ongoing activity is the database cleansing and reconciliation, which started July 13 and is expected to run until October 2009.  Upcoming activities for August include users training on the RPTA, aRCs and aSREs, and the actual database migration.  Target launch of the upgraded RPTA, and new aRCs and aSREs is September 2, 2009.

The Project is supported by Biñan’s leadership, primarily Mayor Marlyn Alonte-Naguiat;  Vice Mayor Walfredo Dimaguila; Municipal Administrator Romy Garcia;  Municipal Treasurer Angelito Alonalon;  Municipal Assessor Danilo Arzola; and other officers and staff.

Amellar’s Project Implementation Team is led by Tricia Oriel, and assisted by Cristy Palma, Allan Javier, Randy Sanglay, Zaidi Ong, Michelle Sanglay, Mel Virgo, Christian Carandang, Christine Sarsonas, Efren de Guzman, and Reggie Lagno.
