The latest on Malolos City: BPLS Final Report & RPTA/GIS Progress Report

As Malolos City’s committed e-government partner, Amellar presented the latest status of the Fiscal Modernization Program of Malolos City (FMPM) to the Project Management Board last October 14, 2008 at the City Mayor’s Office.  Specifically, Amellar presented the Final Report for the BPLS System, and the latest on the RPTA and GIS Systems.

Cristy Palma, Amellar Project Manager, informed the PMB that the FMPM is now almost 50% complete. The BPLS component is already fully completed and operational.  It was launched for online transaction last 12 August 2008, and minor customizations and fine-tuning are now in progress.

On the other hand, the other components of the FMPM are proceeding according to the original project schedule.  The database build-up and cleansing phases for the RPTA and GIS systems are ongoing and are expected to be completed in November 2008.  The target soft launch for online transactions is in December 2008 in preparation for the full-blast operation in January 2009.

The BPLS Statistical and Management Reports for the encoded records and most recent transactions were presented to the PMB.  Amellar EVP, Arlene Gella, informed the PMB that all Amellar systems are capable of generating the required internal and external reports of transactions, such as Abstract of Transactions, Report of Collections and Deposits, etc.  In addition, Amellar systems can also generate management and statistical reports that are valuable for strategic planning and executive decision making.  She also emphasized that Amellar will later provide a training for the City’s designated participants on how to generate and analyze these reports.  Jester Erestain, Partner Support Specialist, gave a detailed presentation of the said reports using the data generated from the City’s online business transactions.

Overall, the PMB was impressed with the sophistication of the reports, and they look forward to generating and analyzing the reports themselves for fiscal planning and management decisions.

Cris Tagle, Amellar’s Chief Technology Officer, discussed the importance of designating a Technical Support Group to help ensure the sustainability of the Project.  The TSG is in charge of maintaining the integrity and efficient operations of the FMPM after it is turned over by Amellar to the City.   He suggested that the TSG be formally created through an Executive Order, as soon as possible.  The PMB requested Amellar to provide a list of recommended City employees who may be considered as candidates to fill the TSG positions.  Amellar promised to submit a list, based on its interaction with those involved in the project.

Afterwards, Certificates of Participation were awarded to the City employees who completed the Amellar’s BPLS User’s Training held last July 29 to Aug 1, 2008.  Awardees included CTO staff Mellany Catanghal, Erika Santos, Eugenia Gonzales, Nenita Cruz and Maritess Franciso as well as CMO staff Heidi Vendivil and Nenita Nicolas.

During the PMB meeting, the City was represented by the following FMPM-PMB officials: Eduardo Lucero (Chairperson), Jeffrey Cruz (Vice-Chairperson), and PMB Members Leonora Resolis, Alfonzo Piscasio, Reynaldo Garcia, Aaron Solis, Catalina Dizon, and Edmunda Santos.  Julius Victor Degala, PMB Secretariat Head, presided the meeting.  Other City staff present included FMPM Data Controllers, Ruby Torres and Lorna San Pedro among others.

Also present on behalf of Amellar were Allan Javier (SDD Manager), Efren de Guzman (Project Coordinator), Elvin Matabang (Partner Support Specialist) and Zaidi Ong (Data Specialist).
