Amellar presents Inception Report for DRPTACP

Amellar’s latest project, the Davao City Real Property Tax Administration Computerization Project or DCRPTACP, gained considerable momentum when it presented its Inception Report to the officialdom of the City Government of Davao on Wednesday, June 13, 2007.

Held at the multi-purpose room of the Sangguniang Panlungsod Building, the well-attended briefing and orientation on DCRPTACP started-off with a warm welcome given by Conrado M. Flores, Asst. City Assessor and concurrently the OIC City Assessor. Flores expressed his Office’s high expectations from Amellar “to provide us with the needed shot in the arm as we struggle to take our place in this digitally-controlled world.” He added that DCRPTACP “is long overdue and must be pursued vigorously at this time.”

City Administrator, Wendel E. Avisado, representing Rodrigo R. Duterte, City Mayor and Chair of the DCRPTACP’s Project Management Board (PMB) shared the vision of Mayor Duterte to pursue computerization to achieve greater development for the City. Despite the failure of previous attempts, Mayor Duterte did not waver from this vision. Avisado congratulated Rodrigo S. Riola, City Treasurer, and Flores for initiating the DCRPTACP and called for everybody’s cooperation and support for the project to become not only a success but a model for Mindanao.

Riola, also the PMB Vice-Chair and main proponent of the DCRPTACP explained the rationale behind the project and outlined its various benefits. In his well-received speech, Riola clearly defined the direction in which he plans to bring the CTO, emphasizing that the project will benefit both taxpayers and city hall employees in a transformation strategy that will “combine people power with process power.” He foresees that, “hand-in-hand, we shall make the DCRPTACP a great success and a shining example of what we can achieve together following one vision, one mission and one road to excellence.”

Amellar CEO, Manny Tabunda, then presented the comprehensive Inception Report. He covered the e-government principles; project objectives, coverage and deliverables, and all the other aspects of the work ahead. His report was described as “very thorough and impressive” by newly re-elected top City Councilor Mabel Sunga Acosta who attended the entire briefing.

Michelle Sanglay and Jeffrey Roxas of Amellar later presided over the demonstration of actual transactions of the Amellar RPTA system that will soon be installed at the Davao CTO and CAO. The pair also entertained questions from the district officers who eagerly followed the entire inception presentation and system demonstration.

The day-long orientation was capped by a site visit of the Project Office at Bernardo Building on Pichon Street. Mr. Riola led the district officers in the walk-through of the site where encoding of the assessment records is ongoing by 132 young newly-hired data encoders and controllers.

As the day happily ended, the words of Flores in his speech rang in our minds. He said, “with Amellar, we can finally say welcome to the digital City of Davao.”
