Everyday, local government units (LGUs) make decisions that involve land or geographically-related issues ranging from land development to environmental health, traffic management to peace and order, or basic service delivery to large infrastructure projects. This has prompted some to invest heavily in information and communication technology (ICT) to support, or even justify, land-related decisions and help them manage public services. A large portion of such ICT investment has been in Geographic Information System (GIS).1
